BCPL offers an online language-learning database called Mango Languages that has an English language course as well as courses for learning other languages. The Community College of Baltimore County (
CCBC) holds ESOL (English for Speakers of Other Languages) classes at several places in Baltimore County throughout the year. See http://www.ccbcmd.edu/Programs-and-Courses/Basic-Education/English-for-Speakers-of-Other-Languages.aspx.

Baltimore County’s Workforce Development Division (http://www.baltimorecountymd.gov/Agencies/jobtraining/jobseeker.html) has three centers in the county that offer services, including include English for Speakers of Other Languages classes, to job seekers that qualify.
