BCPL offers two online language-learning databases (http://www.bcpl.info/find-info/databases/#languages) called Mango Languages and Rosetta Stone that have an English language course as well as courses for learning other languages. See the information about finding and using this database at

The Community College of Baltimore County (
CCBC) holds ESOL (English for Speakers of Other Languages) classes at several places in Baltimore County throughout the year. See http://www.ccbcmd.edu/Programs-and-Courses/Basic-Education/English-for-Speakers-of-Other-Languages.aspx.

Baltimore County’s Workforce Development Division (http://www.baltimorecountymd.gov/Agencies/jobtraining/jobseeker.html) has three centers in the county that offer services, including include English for Speakers of Other Languages classes, to job seekers that qualify.
