No you can't. You will need to take your photo ID to any BCPL branch and have them issue you a regular (physical) card. Then the hold request can be placed.
If you try to place a request with an e-card you will get an error that says, "The request cannot be placed because your account has exceeded the maximum number of requests for this material type."
